France could take Peugeot stake -minister
PARIS (Reuters) - The French state would consider taking a stake in PSA Peugeot Citroen (UG.PA), its budget minister said on Friday, hours after the struggling carmaker announced a 4.1 billion-euro ($5.49 billion) writedown.

Although Peugeot's charge was a non-cash one that does not affect the group's liquidity or solvency, the hit to its automotive assets reflected Europe's worsening market outlook.

Asked whether France might invest in Peugeot to support the carmaker, Budget Minister Jerome Cahuzac told BFM Television: "It's possible...This company must not and cannot disappear and we must do what it takes for this company to survive."

Shares of PSA were up 4.9 percent, at 6.16 euros, at 0832 GMT, with traders and analysts saying the size of the writedown was offset by the fact it was a non-cash charge and by speculation the state would support the company's capital base.

"The (writedown) measure will not hit cash flows, nor will it affect liquidity or solvency," a Paris-based trader said. "It does however show that the outlook for a recovery in the European market is more pessimistic than it was six months ago."

Any state investment in Peugeot would be a "last resort", newspaper Liberation said, citing unnamed sources.

Peugeot is one of the companies worst hit by Europe's protracted sales slump. It is cutting 8,000 jobs and closing a factory to stem losses approaching 200 million euros a month. The company has pledged to return to breakeven late in 2014.

The Paris-based company said the writedown did not affect plans to reduce cash burn by half this year or its earlier 3 billion-euro net-debt forecast for the end of 2012. ($1 = 0.7469


The French government floated the possibility of buying a stake in PSA Peugeot Citroen after the ailing automaker announced second-half writedowns of 4.13 billion euros ($5.53 billion) amid Europe’s plunging auto sales.

“Let’s be clear: this company cannot, must not disappear,” French Budget Minister Jerome Cahuzac said today on RMC radio. “We’ll have to do what we have to do to save this company.”

Auto sales in the European Union slumped the most in 19 years in 2012 and auto executives are forecasting a further decline for this year. Peugeot, whose deliveries in the region in 2012 dropped 13 percent, expects the market to contract as much as 5 percent in 2013. The automaker is trying to stem losses that a union leader said are 7 million euros per day.

The French government is studying taking a Peugeot stake as an “hypothesis of last resort,” French daily Liberation reported today, without citing anyone. The government could also support a capital increase for the carmaker if necessary, the newspaper said. Pierre-Olivier Salmon, a Peugeot spokesman, declined to comment on the report when contacted by Bloomberg.

“The only thing I can tell you, and I can’t say whether it’s true or false, is that it’s possible because there’s the Strategic Investment Fund,” Cahuzac said in the interview. “If the FSI enters into the capital of this company, it’s in fact the state one way or another that’s entering.”

Shares Gain

The shares gained as much as 26 cents, or 4.3 percent, to 6.13 euros and were up 4.2 percent as of 9:28 a.m. in Paris. The stock has plunged 55 percent in the last year, valuing the carmaker at 2.18 billion euros.

Peugeot is writing down the automotive division’s property, plants and other assets, which were valued at 14.5 billion euros at the end of June, by 3.89 billion euros. The automaker is also taking a second-half charge of 243 million euros for what it called “onerous contracts.”

“This calculus results from cautious assumptions about the European economic environment,” Chief Financial Officer Jean- Baptiste de Chatillon told reporters in Paris late yesterday. “We think that this European car market will remain affected by the crisis for a long time.”


Le notizie pessime per il gruppo Psa continuano ad arrivare, ieri il direttore finanziario ha annunciato che il gruppo dovrà contabilizzare 3,89 miliardi di euro di svalutazione, questa mossa finanziaria non avrà effetii sulla liquidità ( uno dei grandi punti di preocupazione per il gruppo) ma mostra ancor di più la situazione pesantssima della casa del leone. Ieri il ministro del lavoro ha apertamente ammesso che la francia non lascerà fallire il gruppo e che è possibile un intervento dello stato nell'azionariato, gli effetti sarebbero pesantissimi nell' esecuzione del piano di ristrutturazione.

Completamente inutile per niente. Il segmento C rimane la colonna dorsale della redditività dei costruttori del segmento C per i costruttori mass market in europa. Abbandonare il segmento significa perdere ogni speranza di poter tornare ai profitti in europa.
Il problema enorme di psa è che non riesce a compensare minimamente le mega perdite europee con profitti dal resto del mondo. Un articolo di automotive news mostra il pesante fallimento della strategia di espansione internazionale di Psa: in america latina i francesi nel 2012 avrebbero perso (stime ) 200 milioni di euro mentre Fiat ha guadgnato 1 miliardo di euro e vw 800 milioni di euro. In russia Renault-Nissan riesce ad arrivare a 700 milioni di euro di profitti (autovaz esclusa), Vw 500, Hyundai Kia 800, Psa arriva al pareggio. In cina ( dove citroen era seconda dopo vw fino al 2003) i profitti di Psa dovrebbero essere nel 2012 di 400 milioni di euro contro i 2,4 miliardi di dollari di Gm e i 3,8 miliardi di euro di Vw.

Mah....basta vedere il confronto astra-mokka di cui parlavamo prima con quale fanno profitti secondo te? oppure su 208 su cui ci guadagnano nulla, cmq ad esempio astra penso che si salvi, perchè in Cina la una delle 2-3 auto più vendute è una buick che non è nient'altro che un astra 3 volumi rimarchiata.
Non dico di non far più niente come fa il canadese....ma la politica di uscita delle auto psa mi sembra veramente da kamikaze...soprattutto perchè non sono vw e non ne hanno i mercati.

La base tecnica del segmento c è necessaria per molti mercati tra cui cina e Russia se psa decidesse di abbandonare il segmento perderebbe ogni chance di recuperare nei paesi emergenti. Bloccare ogni investimento dicendo che è inutile lanciare in questo mercato non è considerata universalmente una buona strategia.

Nemmeno io ci credo....però una giusta via di mezzo, soprattutto per una casa come PSA, poi vedendo le immagini della prossima 308 non promette nulla di buono quanto a design ma questo è un mio personalissimo parere, per russia e cina dovranno però proporla subito a 3 volumi.

PSA discusses new capital hike, report says

Move would reduce Peugeot family's stake in troubled automaker


PARIS (Reuters) -- PSA/Peugeot-Citroen is considering a new capital increase after burning through 2.5 billion euros ($3.21 billion) in cash in the past year, a French newspaper reported.

Such a move looks increasingly necessary and would likely dilute the Peugeot family's stake in the troubled French carmaker, La Tribune said today in a report on its Web site.

The talks on a potential capital hike are underway actively at PSA and within the Peugeot family, which owns 25 percent of the company and 38 percent of its voting rights, the paper reported, citing an unnamed source close to the matter.

A PSA spokesman declined to comment on what he called "the latest in a series of rumors."

Along with the family's ability to participate in such a capital hike, it remains an open question whether U.S. partner General Motors, which owns 7 percent of Peugeot after participating in the group's most recent capital hike last year, would take part in another one.

PSA, which is opening talks with unions on making its French factories more competitive, is expected to consume another 1.5 billion in cash in 2014, La Tribune said in the report.


Oggi il quotidiano economico francese ha pubblicato un'indiscrezione secondo la quale Psa avrebbe bisogno di una nuova inezione di capitali, pari a 2,5 miliardi di euro. La notizia è nerissima, certifica che il gruppo brucia ancora molta liquidità. Nel solo 2012 sono andati bruciati 2,5 miliardi di euro, ad inizio 2012 la famiglia Peugeot, Gm e gli altri azionisti avevano iniettato un miliardo di euro ma adesso gm non ha nessuna intenzione di sborsare altro denaro e la famiglia Peugeot non vuole diluirsi ulteriormente.

Sicuramente gm non parteciperà alla ricapitalizzazione e la famiglia Peugeot non ha tantissimi mezzi. Il piano di ristrutturazione di Psa prevede il ritorno alla generazione di cassa non prima del 2014, decisamente troppo tardi.
Lo stato francese ha già salvato 2 volte l' azienda ( 2009 e 2012), il governo socialista di Hollande negli ultimi mesi ha spinto per soluzioni decisamente strambe: prima ha cercato di fondere Psa e Renault ( con Ghosn che non si faceva trovare a telefono ), ha cercato di obbligare gm a vendere Opel a Peugeot con una dote di 15 miliardi di euro ( che affarone :piangi2 ), adesso sta litigando con Berlino per imporre limiti più stringenti alle emissioni in modo da svantaggiare Daimler, BMW e Vw.
Quando era nel loro interesse i francesi sono passati come un carro armato sopra le leggi di mercato, la libera concorrenza e Bruxelles.
È molto probabile che faranno lo stesso questa volta.

Nessun complotto. A me piacciono molti modelli Peugeot ed altrettanti Citroen.
Ce ne sono anche che mi fanno pettare come la 5008 ad esempio.. velo pietoso sui suv Mitsu/Psa.
Ma per il resto, son ottime auto. La 508 ad esempio mi piace assai, sia berlina che SW. La C5, beh..son stato ad un passo dal comprarla...

L'avere una gamma ampia non è condizione sufficiente a essere un'azienda sana.

Di certo è però condizione necessaria.

Quoto, ho sempre detto che il problema di PSA è la strategia extraeuropea, basta vedere come si sono mossi in cina -.- e quindi, purtroppo, avere una gamma europea importante non basta oggi. Spero che risolvano presto la questione, sarebbe una grave perdita altrimenti

Devono ristrutturare in Europa e crescere molto di più nei paesi emergenti. Non hanno molto tempo per salvarsi, purtroppo per loro hanno anche poca liquidità e l'alleanza con Gm tarda a dare i suoi frutti.

In teoria senza l' aiuto dello stato francese nel 2009 sarebbero andati direttamente a portare i libri in tribunale. Non penso che falliranno ma ritengo probabile ulteriori azioni stataliste da parte del governo francese.

PARIS (Reuters) -- PSA/Peugeot-Citroen's founding family has offered to give up control of the troubled French automaker as it tries to revive plans for a closer tie-up with General Motors backed by a fresh capital injection, sources told Reuters.

But any deal combining PSA with GM's European Opel division would face major political hurdles because it would bring more factory closures and job losses in France and Germany, people with knowledge of the discussions said.

The Peugeot clan, one of Europe's three surviving car dynasties, turned to GM after inconclusively sounding out other potential investors including Dongfeng Motor Group, PSA's production partner in China, the sources said.

"GM faces the same overcapacity situation with Opel, and that's why PSA is trying to convince them to merge the two," said one of the people, who asked not to be identified because the talks are confidential. "The Peugeot family has now accepted that they'll lose control, so this is no longer an issue."

The Peugeot family, which founded the company in 1810 as a coffee mill manufacturer, holds a 25.4 percent stake that commands 38.1 percent of voting rights in PSA.

Both PSA and GM declined to answer questions about their frequent discussions. "We don't comment on speculation or rumors," PSA spokesman Jonathan Goodman said.

GM has a 7 percent stake in PSA. Before injecting more cash, GM would need assurances that it had a free hand to cut production capacity as it took control of integrating PSA and Opel, sources said.

Cash burn

Peugeot, its sister brand Citroen and Opel are among those worst hit by a European car sales slump that put a $1.8 billion dent in GM's 2012 earnings. The market is on course to contract for a sixth straight year taking sales to a two-decade low.

For PSA, heavily dependent on its home region, the threat is to its existence. The company burned 3 billion euros ($3.9 billion) in operating cash last year, and asset writedowns swelled its net loss to 5 billion.

PSA's shares have fallen 77 percent over the past two years, compared with a 1.4 percent slide for the STOXX Europe 600 autos & parts index. Its debt has been classified as junk by all of the main rating agencies since early 2012.

CEO Philippe Varin has responded by cutting 10,000 more jobs, selling 2 billion euros in assets and negotiating a 7 billion euro state guarantee for financing arm Banque PSA.

The company aims to cut more costs by pooling future car programs with GM under their existing alliance -- cemented by a 1 billion euro share issue when the U.S. auto giant acquired its PSA stake in March 2012.

Earlier talks on a full combination were halted late last year as a French government bailout of Peugeot and its worsening cash position stirred misgivings at GM's headquarters in Detroit.

PSA will need another capital injection and must lay the groundwork this year, people familiar with the matter said, even if the company sticks to its goal of halving operating cash consumption to 1.5 billion euros in 2013.

China discussions

Exploratory discussions about selling a 30 percent stake to a consortium led by Dongfeng Motor Group were inconclusive, the sources said, and would anyway have taken too long. Dongfeng declined to comment.

"PSA will need to present a new industrial plan for people to underwrite a capital increase, and the only hope is GM," one said. "They (GM) are ready to inject more money if they can control the business, integrate Peugeot and Opel and rationalize production."

GM is "playing hard ball" by holding out for assurances that it would be able to cut plants and jobs at reasonable cost, another person said, adding that no plan is likely to surface before German elections in September.

The U.S. carmaker has drawn criticism from some shareholders over the initial Peugeot investment. GM halved the book value of its stake in a February writedown.

GM has no plans to put in more cash, CEO Dan Akerson said last week, while leaving the door slightly open. "We don't have any intention of investing additional funds into PSA at this time," Akerson told reporters. "If we see something changes, we'll evaluate that."

GM's European turnaround

Walking away may not be an easy option either. GM's European turnaround plan draws on technology from vehicles such as the Peugeot 208 subcompact and Citroen C4 Picasso minivan for future versions of the Opel Corsa subcompact and Zafira minivan.

But approval for sweeping cuts seems unlikely in Germany or France - where the government last year condemned PSA over plant and job cuts that President Francois Hollande described as "unacceptable."

As one of its rescue conditions, the French government appointed civil servant Louis Gallois to PSA's board. Gallois, a former CEO of Airbus parent EADS, declined to be interviewed for this report.

Ministers understand that PSA needs a fuller combination with GM or another industry partner and now expect Varin to present a new plan within months, a French official said. While not "dogmatically" opposed to foreign control, the government remains determined to preserve PSA's French sites and jobs, he added.

The government or a state-owned investment vehicle could end up taking a PSA stake if necessary, officials have also suggested.

Plant closures

In the past five years, GM has scrapped a car factory in Antwerp, Belgium, and earmarked its Bochum, Germany, plant for closure.

PSA employs 77,000 workers in France and is shuttering its Aulnay plant near Paris and scaling down another domestic site. Its five French assembly plants ran at 71 percent capacity in 2012, according to IHS Automotive data, while GM's three main German sites were at 66 percent.

Combining their European operations would require deep cuts to draw benefit from the considerable overlap between similarly sized and priced cars. GM sold 9.3 million vehicles globally last year and its French partner 3 million.

PSA ended 2012 with cash of 6.67 billion euros, excluding listed subsidiary Faurecia, and is expected to consume 2 billion this year after restructuring costs. Together with 2.4 billion euros in undrawn credit lines, that will leave about 7 billion in available reserves - but the real cushion is closer to 4 billion because Peugeot needs the difference just to operate.

"The minimum level of liquidity they need is 3 billion," said a London-based auto analyst with a major U.S. bank. "You never want to use that up."

At PSA's current market value of 2.2 billion euros, raising another 1 billion in equity would dilute current shareholdings by at least a third. The immediate effect could be reduced by issuing convertible bonds along with shares.

"The only way it works is with a family dilution," said one source.

Such an upheaval for the company would reduce Europe's remaining trio of car dynasties to a pair: BMW's Quandts and the Agnellis still reigning over Fiat.

PSA Chairman Thierry Peugeot and his cousin Robert, who heads the family holding company, both declined to be interviewed.

Concordo. Sembra più un annuncio per sviare per confondere le acque e sviare dalle reali intenzioni. Li vedrei meglio associati ad un costruttore premium

Direi di si', queste sono indiscrezioni ma realmente Psa ha bisogno di un grosso aumento di capitale. Al massimo dovrà arrivare entro la prima metà del 2014.
Gm non ha alcuna intenzione di investire, tanto più le cifre rilevanti necessarie per le ristrutturazioni.
Penso che l' intervento dello stato francese, forse mediante Renault, sarà inevitabile.

PARIS (Reuters) --The French finance ministry confirmed it was seeking outside advice on struggling PSA/Peugeot-Citroen after a French newspaper said the government had moved to appoint an investment bank.

The move shows that PSA is moving toward sealing a closer alliance with General Motors Co. or China's Dongfeng Motor, French daily Le Figaro said.

"As the guarantor of the BPF (PSA's finance arm), the government is closely monitoring the company's progress and is taking advice when needed," a finance ministry official said on Friday.

Le Figaro said France has opened an advisory tender, which Bank of America-Merrill Lynch was well placed to win.

PSA's shares rose on Friday to the highest level in more than a year on optimism the company may form an alliance and succeed in a turnaround.

"The first-half sales weren't so bad, and the company seems to be getting its cash burn under control," said Sascha Gommel, an analyst at Commerzbank in Frankfurt. "There's also an expectation that Peugeot will move to find a partner."

Sources told Reuters last month that PSA's founding family has offered to give up control of the automaker as it tries to revive plans for a closer tie-up with GM backed by a fresh capital injection.

PSA is one of the carmakers worst hit by the collapse of auto sales in austerity-strapped southern European markets. While the French government is domestic rival Renault's biggest shareholder with a 15 percent stake, it has no equity holding in PSA.

Any deal combining PSA with GM's European Opel division would face major political hurdles because it would bring more factory closures and job losses in France and Germany, people with knowledge of the discussions had said.

Reports earlier this month said Dongfeng, PSA's joint venture partner in China, has held talks about buying a 30 percent stake in PSA. The talks were inconclusive and would anyway have taken too long, sources said. PSA dismissed the reports as "rumors."

The Peugeot family holds a 25.4 per cent stake commanding 38.1 per cent of voting rights in PSA.

PSA was forced last year to seek a state-backed rescue for its Banque PSA financing arm after a series of credit downgrades hit borrowing costs. In return for an 18.5 billion euro package including up to 7 billion in state loan guarantees, PSA had agreed to appoint a government-nominated board representative, former head of EADS Louis Gallois.

PSA stock today jumped as much as 5.6 percent to 7.98 euros, the highest intraday price since July 2012, and was up 4.4 percent at 11:24 a.m. CET in Paris trading. The stock has gained 31 percent in eight trading sessions. Volume was 82 percent of the three- month daily average. The stock set a 23-year low in 2012.

CEO Philippe Varin is seeking to stabilize the company by the end of 2014 after the carmaker consumed 200 million euros ($261 million) a month last year.

PSA's first-half vehicle sales declined 9.8 percent, chiefly because of the end of deliveries of ready-to-assemble component kits to Iran. Excluding those products, PSA's sales slipped 1.1 percent.



Il governo francese si sta facendo aiutare da alcune banche d' investimento per plasmare il futuro di Psa. Secondo gli analisti sta diventando più probabile una nuova alleanza, con Gm o con altri. Le azioni in borsa sono schizzate grazie a queste speculazioni.
