MEXICO CITY -- BMW plans to spend $1 billion to build a plant in San Luis Potosi, Mexico, with capacity of about 150,000 units per year, the company said today.

Start of production is planned for 2019, with a work force of about 1,500 employees, said Harald Krueger, BMW board member for production, in a statement. BMW did not disclose what models it will build at the plant.

Krueger said the new plant, combined with BMW’s plant in Spartanburg, S.C., underscores BMW’s commitment to the North American Free Trade Agreement region -- Mexico, Canada and the United States.

“The Americas are among the most important growth markets for the BMW Group,” he said. “We are continuing our strategy of ‘production follows the market.’”

BMW’s announcement comes on the heels of last week’s announcement that, in a joint venture, Renault-Nissan and Daimler will build a $1.36 billion plant in Aguascalientes, Mexico, to build compact vehicles for their Infiniti and Mercedes-Benz brands.

BMW made its announcement here at the residence of Mexico president, Enrique Peña Nieto. He attended the ceremony along with Secretary of Economy Ildefonso Guajardo Villarreal and the governor of San Luis Potosi state, Fernando Toranzo Fernández.

BMW said Mexico’s “large number of international free trade agreements -- within the NAFTA area, with the European Union and the MERCOSUR [South American trade bloc] member states, for example -- was a decisive factor in the choice of location.”

The automaker also cited the quality of the work force, a supplier network that BMW already sources parts from, and infrastructure. Krueger said BMW has “already reached initial agreement with worker representatives in San Luis Potosi.”

BMW already has more than 100 suppliers in Mexico, Krueger said, and that number has doubled over the last four years. There will be more supplier opportunities in the future, he said.

Andreas Klugescheid, corporate and government affairs head of communications for BMW's production network, told Automotive News that supply sourcing in Mexico in 2013 totaled $1.61 billion dollars.

Krueger said BMW considered more than 10 sites in Mexico. Finalists were the states of San Luis Potosi and Hidalgo.

Site competition

Fernández, governor of the state of San Luis Potosi, said that the government of San Luis Potosi was in talks with BMW over the plant for five years.

Krueger said BMW considered more than 10 sites in Mexico. Finalists were the states of San Luis Potosi and Hidalgo.

Nieto said at the ceremony that "Mexico is sending a clear message to the world that it's in a state of transformation."

That was in reference to a number of fiscal, political and telecommunications reforms that his government has launched since he took office 18 months ago. He said his government has attracted $13 billion dollars worth of investment in the automotive sector.

Strano, considerando la situazione sociale e politica in Messico. Evidentemente i risparmi giustificano i rischi

Ford is expected to move C-Max and Focus output out of the U.S. Pictured is the assembly line in Cuautitlan, Mexico.

Ford Motor Co. plans to double vehicle production capacity in Mexico as the automaker focuses its U.S. assembly plants on more profitable pickups and utility vehicles, according to a report published Sunday.

By building a new assembly plant in San Luis Potosi and expanding a plant in Cuautitlan, Ford would add about 500,000 units of annual capacity, The Wall Street Journal said, citing unidentified sources. The San Luis Potosi plant, which would be able to build 350,000 vehicles a year, was confirmed last month by a Mexican government official who said it would be the country’s largest automotive project this year.

Among the vehicles produced at the Mexican plants would be a hybrid vehicle aimed at competing with the popular Toyota Prius, the Journal said. Automotive News reported in August that Ford was developing a Prius fighter, codenamed C240, to be offered in a variety of hybrid formats.

Ford, which last year announced a $2.5 billion investment to increase engine and transmission production in Mexico, declined to comment. A spokeswoman called the reports on increased Mexican production “speculation.”

Ford built about 439,000 vehicles in Mexico in 2015, roughly one of every seven vehicles it made in North America, according to the Automotive News Data Center.

Smaller cars

Ford is expected to shift production of two small cars, the Focus and C-Max, from Michigan to Mexico in 2018. The company said last summer that production of the cars would move, without identifying a new location.

Ford also is consolidating production of its top-selling sedan, the Fusion, in Hermosillo, Mexico, halting output in Michigan. The moves are all part of the four-year contract reached with the UAW last fall, which gave workers raises but afforded the automaker more flexibility to build vehicles outside the U.S. to compensate for higher labor costs.

But UAW President Dennis Williams last week criticized the Detroit 3 automakers for using lower-cost countries to increase what he said are already healthy profit margins. Ford earned $7.4 billion in 2015. GM, which earned $9.7 billion, is investing $5 billion to double its production capacity in Mexico.

“There’s no reason why we can’t manufacture cars here in the United States of America,” Williams said.

“They are making huge amount of profits,” he said. “There is no reason mathematically to go ahead and run to countries like Mexico, Taiwan, Thailand and Vietnam.”

New plant

Ford’s Cuatitlan plant currently builds the Fiesta subcompact car. It made 105,272 Fiestas last year, an 8.1 percent decline.

Francisco Gonzalez, the CEO of ProMexico, a government agency that encourages international investment in Mexico, was quoted by the financial newspaper La Economista in January as saying Ford would invest at least $1 billion to build a plant in San Luis Potosi. He said automakers are investing a total of $2.5 billion there in 2016.

The C240 hybrid is expected to arrive in 2018 as a 2019 model. Sources said Ford initially would likely build the vehicle in Michigan, at the plant being vacated by the Focus, but instead the automaker plans two higher-margin vehicles there: the Ranger small pickup and Bronco SUV.

In cambio le fabbriche statunitensi riceverebbero nuovi pick up e SUV.

SAN LUIS POTOSI, Mexico -- BMW AG will revive North America output of its best-selling U.S. model when it begins producing the next-generation 3-series sedan in a new factory here starting in 2019.

BMW said it plans to build as many as 150,000 3-series cars, and possibly another vehicle, at the plant annually. The company is investing $1 billion to establish the plant, its second North American manufacturing hub.

The 3 series, one of the top-selling luxury cars marketed in the U.S., will be redesigned in 2018. The next 3 series sold in the U.S. will be built elsewhere then assembled in the Mexico plant in 2019. BMW did not provide any details about the possible second vehicle.

The company builds the 3-series sold in the U.S. now in Germany and South Africa, but South African output will cease when the Mexican plant comes online.

BMW joins other European manufacturers in building factories in Mexico to take advantage of low-cost labor, a growing supplier network and free-trade pacts. An estimated 70 percent of the vehicles to be produced at the Mexico plant will be sold in the NAFTA region, BMW officials say.

The company, according to media reports in Mexico, received $236 million in local aid in return for a commitment to create 1,500 jobs and invest $1 billion by 2024.

Under the deal, the automaker will not be required to pay state and local taxes for 10 years, Mexican economic development officials said Wednesday at a briefing.

New technology

BMW executives said the factory, on a 300-acre greenfield site, will take advantage of new sustainability technology to be environmentally friendly.

The plant will have its own body, paint and assembly shops, but engines and transmissions will be imported from Germany as they are for vehicles produced at BMW’s Spartanburg, S.C., assembly plant.

A groundbreaking ceremony for the Mexico plant -- announced nearly two years ago -- was held today.

“All of the BMW Group’s knowledge and capabilities will be on show at our new facility in Mexico,” Oliver Zipse, BMW’s board member for production, said in prepared remarks to be delivered today in a speech here. “The production system being established there will be a leader in productivity and sustainability, thanks to the use of innovative technologies.”

Electricity to power the factory will come from a solar system on the grounds. BMW said it will also have “the lowest water consumption per vehicle produced in the production network.”

The paint shop, BMW said, will use reconditioned and recycled water and be the first of its plants to have zero process wastewater.

Training workers

Personnel from BMW’s Munich and Spartanburg plants will set up the Mexican factory. Employees from Munich, the lead factory for the 3-series sedan, will also train about 500 Mexican workers to be hired by 2019.

Hermann Bohrer, former director of BMW’s Munich factory, has been put in charge of the Mexican manufacturing operation.

BMW established a supplier and purchasing network in Toluca, Mexico, in 2008.

Last year, BMW said its purchases from Mexican suppliers totaled more than $2.5 billion, 18 percent more than in 2014. Eventually, the company’s network of Mexico-based parts providers will be managed from a new supplier park near the plant site, BMW executives said.

Mexico was the world’s seventh-largest producer of light vehicles in 2015, but only three European luxury brands -- Audi, Mercedes and now BMW -- build cars or will produce cars here. Volkswagen has been a leading producer of cars in Mexico for years. Ford is building a plant in San Luis Potosi and General Motors operates a factory near the new BMW site.

By exporting from Mexico to Europe, BMW will avoid a 10 percent duty that it now pays on vehicles exported from the Spartanburg factory.

The Spartanburg plant was launched in 1994 to build the 3 series and now produces crossovers and SUVs. It is BMW’s largest production source for light vehicles in the world with 2015 output of 400,000. Annual production is expected to reach 450,000 by the end 2016, BMW officials say.

About 70 percent of the output at the Spartanburg plant is exported.

Weaker sales

U.S. sales of the 3 series line -- a sedan, wagon and the gran turismo -- have slipped 27 percent this year to 26,157 in a weak car market.

The redesigned 3 series will use BMW’s CLAR modular architecture. Spy photos show that the compact sedan will take styling cues from the redesigned 7 series flagship sedan and have a sleeker look than the current model. It is expected to have semiautonomous driving features and improved handling and stability.

The coupe version, called the 4 series, will continue to be imported from Germany.

Jaguar Land Rover could face $1.47 billion Brexit hit, report says

LONDON -- Jaguar Land Rover estimates its annual profit could be cut by 1 billion pounds ($1.47 billion) by the end of the decade if Britain leaves the European Union, according to two sources familiar with the company's thinking.

The automaker, which is headquartered in Coventry, central England, has also looked into opening a continental European office if the UK quits the trading bloc, the sources said.

It has also put on hold starting major work on a plant in Slovakia announced in December, as well as negotiations on a deal to lease property at Silverstone race track because of the uncertainty surrounding the UK's EU membership, they said.

The possible moves are part of a worst-case-scenario outlined in internal documents outlining the possible consequences if Britons vote to leave the EU in a referendum on Thursday.

The 1-billion-pound decline in pre-tax profit by 2020 would apply if the UK returned to World Trade Organisation rules for trade with Europe, involving a 10 percent tariff on exports and an inbound tariff of roughly 4 percent on components, the sources said.

"It may at worst cost us about 1 billion pounds," said one of the sources when asked how JLR had phrased the wording in the 89-page report, entitled 'Referendum: The View.'

A second source said the number had featured in an internal presentation shown to the board.

The company made a 2015/16 pre-tax profit of 1.6 billion pounds.

JLR, which is owned by owned by India's Tata Motors, sold almost a quarter of its over 520,000 cars in its largest market of Europe last year.

The company confirmed it had looked into the impact of Brexit. "As part of our standard business planning process, we regularly look at macro-economic and geo-political developments around the world," a JLR spokesman said in a statement. "Like any other responsible global business, we have analyzed the impact of any potential UK departure from the EU. However, we are not discussing details of any internal business analysis."

Deeply worried

The internal presentation features two other post-Brexit scenarios that look at the UK taking several years to negotiate a deal to remain in the single market or agreeing a trade deal imposing low tariffs costing JLR in the low hundreds of millions, the source said.

A hit to JLR would be a big blow to the UK's resurgent car industry, which has been lauded by politicians as a sign of the country's manufacturing prowess and is on course to reach an all-time production high of nearly 2 million cars by 2020.

JLR, which built nearly one in three of the UK's 1.6 million cars last year, is undergoing a major expansion of its lineup, and has joined the rest of the overwhelmingly foreign-owned car industry in calling on Britons to remain in the EU.

It opened a small overseas facility in Brazil last week and has a factory in China. However, a hit to profit could impact the company's ability to fund further expansion. Some projects have been put on hold until the outcome of the referendum is clear, according to the sources.

JLR fully funds its investments without support from parent Tata Motors, executives have said. The cost of investment contributed to a 40 percent decline in its 2015/16 pre-tax profit.

"They are deeply worried about being outside of the EU. They have been holding off on meaningful expenditure," the second source said.

In December, JLR sealed a deal to build a 1-billion-pound plant in Slovakia with an annual output of 300,000 cars partly in a bid to help it better deal with fluctuations in the value of sterling. But the sources said construction of the factory, which could become vital for JLR's European businesses if a vote for Brexit brought new trade tariffs, has yet to start.

The sources also said a decision on Silverstone had been delayed until after the referendum.

Brussels office

JLR could open an office in Brussels were the UK to leave the EU to maintain influence with European policymakers, both sources said, with the first source saying Luxembourg was also an option. That source said JLR could make the office its European headquarters but the second source said JLR would retain its British HQ.

A JLR spokesman said: "Jaguar Land Rover is a British company and our headquarters will remain in the UK."

JLR is the UK’s biggest builder of high-end and premium models and is one of the many small and premium automakers benefiting from more lenient EU rules including on emissions, due to low sales volumes compared to mass manufacturers.

"Having an office close to Brussels would allow them to maintain influence post any deal," the second source said.

CEO Ralph Speth, who has consistently spoken out in favor of continued EU membership, wrote to workers on Monday warning of the possible consequences of a Brexit on the firm. "It is inevitable that we would face increasing and higher tariffs, making our products less competitive in Europe," he said.

Businesses have been reluctant to talk about contingency plans for Brexit but Ford Motor, which only builds engines in the UK, said it could face tariffs of 2.7 percent on engine exports and import tariffs of up to 10 percent on incoming vehicles, according to a copy of a letter sent to employees on Monday seen by Reuters.

Toyota Motor warned on Tuesday that a withdrawal by the UK from the EU may lead to levies of as much as 10 percent on the cars it builds in Britain. Nissan CEO Carlos Ghosn has said he would prefer that the UK remains in the EU. Nissan operates a large factory in Sunderland in northern England.

Brexit campaigners argue that the UK should be able to negotiate a tariff-less trade with France and Germany for its cars because French and German models are so popular with UK drivers.

Pure Jaguar e Land Rover prenderebbero una bella legnata.
