WASHINGTON, Dec 4 (Reuters) - Volkswagen’s chief executive said on Tuesday after a meeting at the White House that the German automaker was building an alliance with Ford Motor Co and might use the U.S. automaker’s plants to build cars.

VW CEO Herbert Diess said the company was also “considering building a second car plant,” adding, “We are in quite advanced negotiations and dialog with Ford Corporation to really build up a global automotive alliance, which also would strengthen the American automotive industry.”

Ford did not immediately comment Tuesday but the automakers have said previously they talking about potential collaborations across a number of areas.

VW has an assembly plant in Chattanooga, Tennessee. Of the need for a new plant, Diess said the company is in “quite advanced negotiations in Tennessee but there might be other options as well.”

Diess said VW would not take an equity stake in Ford as part of its alliance. “We are building an alliance with Ford which will strengthen Ford’s position in Europe because we will share platforms,” he said. “We might use Ford capacity here in the U.S. to build cars for us.”

Diess said VW planned to talk more about the Ford alliance in January. (Reporting by Chris Sanders Editing by Leslie Adler and Nick Zieminski)

Volkswagen's core brand aims to raise its profit margin faster than previously planned despite rising investments in the development of electric vehicles, the carmaker said on Thursday.

The Volkswagen brand now aims to raise its profit margin to at least six percent in 2022, three years earlier than initially forecast. Most recently, the margin stood at 4 percent.

Volkswagen had previously said it seeks to achieve an operating return on sales of at least 6 percent by 2025.

Volkswagen's core brand aims to invest more than 11 billion euros ($12.5 billion) in e-mobility, digitalisation, autonomous driving and mobility services by 2023, with the bulk earmarked for the electrification of its cars, the carmaker said.

To shoulder the investments, Volkswagen aims for bigger cost cuts than previously planned, with the productivity of its plants to rise by about 30 percent by 2025.

The group did not reveal details about whether jobs would be affected but has ruled out forced redundancies.

Shares in the group were down 1.7 percent at 0929 GMT, in line with declining European car stocks, hit by worries over a fresh build-up in the Sino-U.S. trade war after the arrest of a Huawei top executive.

In Cina vengono ritenute troppo piccole.

Volkswagen may have to step up its plans for mass production of electric vehicles in order to meet tougher-than-expected European targets to cut greenhouse emissions from cars, CEO Herbert Diess said.

The remarks came after the European Union agreed on Monday to cut CO2 emissions from cars by 37.5 percent by 2030, and follow warnings from Germany, home to the bloc's biggest automotive industry, that tough targets could cost jobs and harm the sector.

This is more than the 30 percent VW, still reeling from an emissions cheating scandal, expected and would translate into a share for electric vehicles of more than 40 percent of its expected total vehicle sales in 2030, CEO Herbert Diess said. "This means that our planned restructuring program, which is needed to address this systemic change, is not yet sufficient."

German Economy Minister Peter Altmaier said the targets were at the limit of what was technically and economically feasible. Around 436,000 industrial jobs in Germany are tied to building petrol and diesel engined vehicles.

"This is a tough stretch and is at the higher end of expectations – however, we are convinced that this will help the industry to finally accept that combustion engines and platforms need to be standardized," Evercore ISI analysts wrote.

VW has earmarked about 30 billion euros ($34 billion) for the next five years to make sure it can achieve CO2 cuts of 30 percent by retooling its production process to focus more on electric vehicles.

The tougher EU targets, Diess said in e-mailed remarks, would require further changes to its strategy. "Restructuring our product portfolio, possibly further reducing our combustion engine-based offering and a significant adjustment of our plant structures and additional battery cell and battery factories would be necessary," Diess said.

He said VW's plans needed to be reviewed in autumn 2019, in line with the carmaker's planning calendar.

Overall, VW plans to spend almost 44 billion euros on developing electric cars, autonomous driving and new mobility services by 2023, aiming to become the most profitable manufacturer of battery-powered vehicles.

German rivals BMW and Daimler declined to comment on the EU targets, referring instead to statements from industry groups.

German car association VDA said the targets were too high and criticized the lack of a clear roadmap for how the reductions would be reached.

Ma cancellare qualche suv versione RS no?

Volkswagen Group said higher material costs to comply with CO2 emissions regulation will significantly increase the price of its cars in the medium-term.

Cheaper cars will proportionately see the biggest price rises, Volkswagen said Friday, with increasing safety requirements an additional burden on costs.

"Volkswagen is using various resources to counteract rising costs," VW head of sales Christian Dahlheim said on a call with reporters. "Nevertheless, it is clear that it will not be possible to completely offset the higher material costs."

The drag on carmakers has steadily increased over the past few months, culminating in a number of profit warnings last year. Into this year, trade tensions look likely to persist, while concerns over Brexit are escalating and China’s auto market declined for the first time in two decades last year. Both Ford and Jaguar Land Rover announced thousands of job cuts in Europe Thursday.

On top of these factors, the payoff on the costly shift into electric cars remains years away. Sales remain at a fraction of overall deliveries, and poor charging infrastructure is keeping consumers on the fence to switch to battery cars. Volkswagen sold 100,000 plug-in and battery vehicles last year, less than 1 percent of the total.

"The challenges for our business won’t ease given the geopolitical volatile developments," Dahlheim said in a statement, adding that VW was well positioned to navigate industry turbulence.

Fresh models

A slew of fresh models should help stem the tide of negative factors, VW said, such as the VW T-Cross, Seat Tarraco and revamped Audi Q3 compact SUV. Still, demand in China and Europe,

VW’s two key regions, is forecast to hover around the same level as last year, limiting growth. The U.S. vehicle market might decline slightly, and VW forecast a difficult first quarter in China.

VW proved relatively resilient last year, despite the trade tensions, drop in China and stricter emissions tests in Europe triggering production bottlenecks.

Global deliveries increased by 0.9 percent to 10.8 million vehicles.

The Porsche sports car brand, the group’s most profitable division, improved sales by 4 percent, which partly offset a 3.5 percent decline at larger premium-car unit Audi. The main VW car marque, which accounts for more than half the group’s global deliveries, eked out 0.2 percent growth last year to 6.24 million vehicles. Mass-market sister brands Skoda and Seat also improved results.

Sustaining growth in mass-market cars is set to become more difficult because of stricter emission rules, Dahlheim said. As a result, the company is reviewing its lineup of model and engine variants as rising costs bite, an issue affecting the entire automotive industry, "not just Volkswagen.”

Volkswagen Group is adding a second Chattanooga assembly plant in Tennessee to build electric vehicles for Volkswagen and potentially other brands, with an $800 million investment expected to create 1,000 jobs at the German automaker's only U.S. assembly operation.

VW said Monday the new factory -- which will be built next to the existing plant producing internal combustion vehicles -- will begin producing EVs for North America in 2022. The EVs will be built on VW's modular electric toolkit chassis, known as MEB.

When production begins, the Chattanooga site will be one of six VW Group assembly plants globally dedicated to producing battery-electric vehicles, and the only one in North America. The 3.4 million-square-foot Chattanooga plant employs about 3,500 workers.

"The U.S. is one of the most important locations for us and producing electric cars in Chattanooga is a key part of our growth strategy in North America," VW Group CEO Herbert Diess said in a statement. "The management team, led by Scott Keogh, is committed to continuing to increase our market share in the coming years. Together with our ongoing investments and this increase in local production, we are strengthening the foundation for sustainable growth of the Volkswagen brand in the U.S."

Plan for North America

Diess and leaders of Volkswagen Group of America have laid out an aggressive battery-electric plan for North America, beginning with the I.D. Crozz crossover set to arrive in the United States in 2020, and including what the automaker calls a "multipurpose" electric vehicle based on the I.D. Buzz concept. The I.D. Buzz was a retro styled version of VW's former Microbus, and is expected to return to the U.S. in 2022.

VW Group has committed almost $50 billion through 2023 to carry out the EV plans worldwide. Those plans include at least two other battery-electric models for U.S. consumers, part of the automaker's blueprint to produce and sell as many as 27 full-electric models globally by 2022. VW believes it can sell at least 150,000 EVs globally by 2020, and ramp that number up to 1 million worldwide by 2025.

VW's Chattanooga assembly plant, which opened in 2011, builds the Atlas crossover and Passat sedan. A five-seat version of the Atlas, the Atlas Cross Sport, will go into production there this year. For now, the Chattanooga EV plant would build only Volkswagen-branded vehicles. But late last year, VW Group leaders disclosed plans to begin consolidating production to save money, instead of segregating it by brand as the group does now. That could mean the plant would produce MEB-based Audi EVs at some point as well, though no announcement has been made.

Volkswagen Group of America CEO Scott Keogh -- who introduced the first Audi EV, the e-tron crossover, in September when he was President of Audi of America -- said VW brand's plans are about transforming EVs from a niche to a mass market.

"We could not be prouder to build the future of mobility here in the U.S.," Keogh said in a statement. "We're known as 'the people's car' for a reason, and our EVs will build on that tradition."

Nearby batteries

VW did not reveal where it will source battery packs for EVs produced at the new Chattanooga plant. But South Korean lithium ion battery producer SK Innovation Co. said last year it will begin construction soon on a $1.67 billion battery plant in Commerce, Ga., about an hour northeast of Atlanta and 150 miles southeast of Chattanooga. SK plans to employ 2,000 workers producing an annual volume of lithium ion batteries equal to 9.8 gigawatt-hours by 2022.

Speaking to Automotive News on Oct. 31, Diess said VW had already "sourced the batteries for 15 million electric cars, so this is a huge momentum coming, and probably from a volume piece, I think we have the best setup strategy for the electric vehicles to come."

Diess said battery-electric vehicles represented "a chance for Volkswagen. It suits the brand. It will be a very sophisticated product, a modern product, fully connected, and my feeling is, from the first meetings we had that we share that view."

VW's global EV strategy -- developed during and in the wake of its $31 billion global diesel emissions crisis -- seeks to capitalize on the group's economies of scale. Its modular MEB platform can use different sized battery packs and give designers broad leeway to develop a wide range of "top hat" offerings to ride above the battery packs. So far, VW's first designs, such as the I.D. hatchback, feature much more interior space than a similar-sized internal combustion vehicle, as well as a range of 250 to 375 miles, fast acceleration and charging, at a price similar to that of a turbodiesel, Diess said.

"Many -- not all -- would consider an electric car, because if you are still driving far distances, 20,000 or 30,000 miles, it's probably not the right car. But there are so many people who are driving longer distances only so often, and it makes a lot of sense, in Europe, in China, and in the United States, because the cars are really becoming good," Diess said. "It's not all over the world, because electric cars don't make sense all over the world. But in areas where we have affluent people, where renewable energy is available, electric cars make a lot of sense."
