Volkswagen Group CEO Herbert Diess warned that the European Union’s proposed emissions target for 2030 is too demanding and the resulting push to EVs could make motoring too expensive for some consumers.

Diess said VW Group will be able to comply with the EU's average fleet carbon dioxide emissions of around 60 grams per km by 2030 by boosting sales of its full-electric cars to between 45 percent to 50 percent of the group's total volume. But he warned: "I am not sure how many customers could afford it."

Buyers of premium cars will be able to afford more expensive EVs, "but I am not sure about a broader customer base," Diess told reporters on the sidelines of the Detroit auto show last week.

As examples, Diess said the retail price of a VW Up minicar that could rise in price by about 3,500 euros to 14,500 euros to be compliant with the 2030 emissions target. The price for the small Polo model could rise by 4,000 euros, he said.

“I am not sure how many customers could still afford our entry level models,” Diess said.

Diess noted that France's "yellow vest" protests were sparked by a 10-euro cent increase in the price of diesel fuel.

Another implication of electrification will be the effect on jobs, Diess said.

If about half of VW's vehicle sales are electric cars, VW would have to reduce by half the number of plants building internal combustion powertrains.

This will take VW's production restructuring "well beyond what we have already began discussing with the German unions,” Diess said.

VW is well placed with its new MEB modular architecture for mass production of full-electric cars and expects between 15 percent and 18 percent of its European sales by 2025 to be battery-powered models, Diess said.

However, he sees the 2030 CO2 reduction target as "too demanding." Europe also lacks a coordinated approach to the development of a necessary recharging infrastructure, Diess said.

China
Diess pointed to China, a market that he said had a coordinated approach to electrified mobility with a mix of purchasing incentives for customers, together with the development of a recharging infrastructure unseen elsewhere in the world.

Separately, the CEO said that the proposed 700-million-euro expansion of VW Group’s U.S. plant in Chattanooga to build EVs could also benefit Audi, as the brand will build vehicles on the group’s MEB architecture. Asked if Chattanooga could build also MEB-based vehicles for non-VW Group brands, Diess said that in theory this could be feasible.

The cost cuts would help finance projects such as a shift to electromobility at Audi, the magazine said.

A spokeswoman for Audi said cost-cutting plans had not yet been finalised, but that the scale of cuts reported by the magazine was correct.

Savings are particularly important for VW after an emissions scandal and associated fines. It also faces a big bill to make its combustion engines comply with new anti-pollution rules.

Future job vacancies will not be refilled, Manager Magazin said, citing finance chief Alexander Seitz, adding this would result in a 3 percent decrease in Audi’s staff per year, or around 14,000 jobs in five years.

“We reject those numbers,” a spokeswoman for Audi said.

She said Audi’s management was in talks with labor representatives as the company assesses how many workers it will need at its various sites in the future, considering ongoing changes in the automotive sector.

Boeing's flying car lifts off
The spokeswoman added that workers at Audi’s plants in Ingolstadt and Neckarsulm still had union-negotiated job guarantees through 2025.

Audi has close to 91,700 employees around the world, of which around 61,500 are based in Germany.

Volkswagen Group is counting on savings from its newly-reorganized components division to free up more funds to invest in electric-car technology.

VW bundled its fragmented parts operations into a single unit effective Jan 1. The business will measure itself against the auto industry's leading suppliers, VW purchasing chief Stefan Sommer said Friday in Salzgitter, Germany. Former ZF Friedrichshafen CEO Sommer became VW's board member with responsibility for procurement on Jan. 1.

VW reorganized the components operations as part of a plan to invest 3.8 billion euros ($4.3 billion) by 2023 on electric- vehicle parts.

The business is an in-house supplier of components including engines, gearboxes, electric drive systems, steering systems and seats. It is spread across 61 factories worldwide and employs about 80,000 people. The unit has an overall business volume of some 35 billion euros and generates about 22 billion euros in annual revenue, according to its head, Thomas Schmall, making it one of the world's largest vehicle-component makers.

VW targets an operating return on sales of about 6 percent for the division and might publish more key figures starting next year, Schmall said.

Cost savings stemming from a 2016 labor pact reached 750 million euros and will widen to 2 billion euros by 2025, VW said.

VW will cut another 6,000 jobs by 2023 after eliminating 1,900 positions since 2016 through voluntary measures such as early retirement, Scmall said

Divesting operations

Sommer said the overhaul is designed to tackle a fundamental industry shift toward battery-powered vehicles and will include fading out or divesting operations with weak future prospects, Sommer said.

Ending production of parts such as heat exchangers frees up funds for projects such as a plan to build mobile charging stations in Hanover, Germany, in 2020.

VW is also open to forming partnerships with other parts-makers to generate economies of scale, Sommer said.

The automaker is in "intensive talks" over the possible production of battery cells for e-cars, which would require a large-scale investment, he said.

VW's push to fold its parts business into a single unit follows similar moves by rivals. But unlike Toyota or General Motors, for example, VW doesn't plan a partial or complete spin-off of the business, Sommer said.

Partners Volkswagen AG and Ford Motor Co are at odds over how much the German automaker will invest in the No. 2 U.S. automaker's self-driving vehicle unit, with Ford seeking at least $500 million, people familiar with the negotiations said. Analysts and investors have focused on the potential savings their alliance could generate, so any sign of problems in the negotiations is not welcome news.

VW has resisted agreeing to invest in Ford's autonomous vehicle unit, instead preferring to announce the companies will simply work together in that area, according to the people familiar with the talks, who asked not to be identified. Some of the hesitation centers around questions about Ford's technology, one person said.

Ford, on the other hand, wants VW to invest at least $500 million after earlier seeking $1 billion, eyeing deals its larger rival General Motors Co reached with Japan's SoftBank Group Corp and Honda Motor Co Ltd that raised $5 billion combined and valued GM's Cruise self-driving vehicle unit at $14.6 billion, the sources said.

VW and Ford declined to discuss details of the talks.

"We are still in ongoing negotiations with Ford, which we are conducting constructively and openly," VW said in a statement on Wednesday.

"Our talks with Volkswagen continue," Ford said in a statement. "Discussions have been productive across a number of areas. We'll share updates as details become more firm."

STICKING POINTS

In January, the companies announced they would join forces on commercial vans and pickup trucks, and also signed a memorandum of understanding to work together on electric and self-driving vehicle technology, actions meant to save the automakers billions of dollars. The companies first disclosed they were discussing such a deal in June 2018 and subsequently said it would expand beyond that.

VW Chief Executive Herbert Diess and Ford CEO Jim Hackett both voiced optimism last month that the deal involving electric and autonomous vehicles would be finalized, but provided no timeline.

Another issue in the talks is how the companies value VW's autonomous technology assets that will be added to the joint effort, the sources said.

Meanwhile, the companies also have been negotiating Ford's use of VW's MEB EV platform, including the volume involved, where VW would provide it and how much Ford would pay for its use, the sources said. However, Ford cannot use the platform until 2024 at the earliest, the people said.

Ford's president of global markets, Jim Farley, suggested during the taping of Detroit television show "Autoline Detroit" on Monday there were challenges around the use of VW's EV platform, saying the MEB was primarily designed for use in Europe and China, and for different consumer needs.

The talks around teaming up on EVs and AVs have advanced together so far, but are not necessarily linked, the sources said. Ford would walk away from a deal it felt was unfair, a second person said.

The discussions have dragged on for months, but there is no deadline and a third person said they could be resolved shortly. Shares of both companies were each down less than 1 percent on Wednesday afternoon.

Sources previously said the framework of a deal would include VW investing in Ford's AV operations, including its Argo AI business. VW, Europe's largest automaker, has earmarked $50 billion to develop electric cars, autonomous driving and new mobility services by 2023.

CHALLENGES

The efforts by VW and Ford to expand their alliance highlight the growing pressure on global automakers to manage the billions of dollars necessary to develop electric and self-driving vehicles, as well as technology to meet tougher emissions standards for millions of internal combustion vehicles they will sell in coming years.

There has been significant investment activity in the industry over the past year around autonomous vehicles, a segment in which Alphabet Inc's Waymo self-driving unit is considered the leader.

VW has been open about its desire to work with other companies around self-driving cars and when the Ford alliance was announced Diess said teaming up with an American company made sense given the more advanced U.S. regulatory environment.

Interest in the sector remains high. On Tuesday, sources said GM and Amazon.com Inc were in talks to take minority stakes in electric automaker Rivian Automotive, potentially tapping in to the startup's vehicle platform. The previous day, driverless delivery startup Nuro said it raised $940 million from SoftBank.

On Feb. 7, startup Aurora, whose CEO earlier led Alphabet's self-driving program, raised more than $530 million in funding, including from Amazon. Aurora has contracts to help VW, Hyundai Motor Co Ltd and China's Byton develop AVs.

SoftBank bought its stake in GM's Cruise unit for $2.25 billion in May 2018, and last October SoftBank and Toyota Motor Corp said they would jointly develop self-driving car services. Honda followed SoftBank last October, agreeing to invest $2.75 billion in Cruise.

Ford Motor and Volkswagen Group are progressing toward a potential agreement to join forces on self-driving cars and have overcome earlier obstacles, people familiar with the talks told Bloomberg.

Breakthroughs in the deliberations Thursday include a possible framework for VW to work with and invest in Argo AI, the Ford-backed autonomous-vehicle startup, said the people, who asked not to be identified because the talks were private. The automakers discussed an approximate valuation for the company of $4 billion, one of the people said.

VW continues to be in constructive talks with Ford, a spokesman for the German giant said by phone, declining to elaborate. A spokeswoman for Ford said discussions are ongoing and have been productive across a number of areas.

A partnership on autonomous technology would build on the deal sealed in January to jointly produce commercial vehicles. The companies found common ground Thursday on a structure to jointly bring self-driving cars to market, the people said. Volkswagen, the world’s largest automaker, and Ford would create a global colossus in the self-driving space to take on the likes of Alphabet’s Waymo and General Motors' Cruise unit.

“The opportunity here is substantial,” said Michelle Krebs, senior analyst for researcher Autotrader. “You get economies of scale, and VW has an immense global footprint and vast breadth of products.”

Few ‘winners’

An agreement could be finalized in a matter of months, though there’s still much left to be worked out and talks could still falter, the people said after a meeting at Ford’s headquarters near Detroit in Dearborn, Mich. If the companies can pull it off, the arrangement has the potential to jump-start efforts to compete in a mobility services market Ford CEO Jim Hackett has estimated will one day be worth $10 trillion.

“There’s not going to be 10 winners in this space when we look back,” Hackett told analysts last year. “There’s going to be a few, and we plan on being one of them.”

Ford announced plans in February 2017 to invest $1 billion in Argo over five years and hasn’t openly discussed how much the company may be worth.

The framework VW and Ford are discussing would be to create an entity similar to a joint venture, with each partner having equal ownership of the self-driving software, the people said. Volkswagen CEO Herbert Diess said in January his company is “committed” to owning the software stack that will control self-driving cars, and the arrangement with Ford would address this, the people said.

Argo’s credentials

Argo AI was formed in 2016 by Bryan Salesky, an early leader in Google’s self-driving program, and Pete Rander, who helped pioneer Uber Technologies Inc.’s autonomous efforts. The company’s technology drew positive reviews in November when analysts and media rode along in its test cars at an event in Miami.

Where Argo has lagged is in winning the outside investment GM has drawn with Cruise. Japan’s SoftBank Vision Fund and Honda Motor last year committed to invest a combined $5 billion in Cruise. The deal with Honda valued the company at $14.6 billion.

GM disclosed this month that it may eventually spin off Cruise. In January, the carmaker put its No. 2 executive, Dan Ammann, in charge of the unit.

EV talks

Volkswagen’s potential investment in Argo will be measured in more than just dollars, the people said. The German automaker is also bringing its highly regarded electric-vehicle technology to the discussions. And while Ford has its own battery-powered platform that will debut this year in a sporty SUV with a 300-mile range, the U.S. automaker could gain global reach in markets including Europe and China by tapping into Volkswagen’s system, the people said.

VW also may contribute its own autonomous technology, known as the Autonomous Intelligent Driving unit, the people said.

“The fact is, nobody can go it alone,” Autotrader’s Krebs said. “These are very expensive ventures with tremendous technological challenges. And the business challenge is just as difficult.”

Volkswagen Group’s drive to loosen up a famously bureaucratic decision-making apparatus will extend well beyond the potential IPO of its truck unit -- if the automaker’s leadership has its way.

With a decision imminent on whether to sell a minority stake in Traton SE, Chief Financial Officer Frank Witter said moving ahead with it would be a good step and “an important sign” for VW.

“We do see the broader strategic dimension of such a move,” Witter said in an interview Tuesday from the Geneva auto show. The automaker could delay a deal if market conditions prevent it from generating adequate proceeds, he said.

The company is in the midst of a fundamental overhaul meant to make it more agile and better equipped to fend off both traditional rivals and newer challengers like Alphabet or Tesla. In addition to speeding up decision-making, CEO Herbert Diess has pledged to slash VW’s notoriously excessive engineering costs and allocate significantly more funds to software and electronics.

Doing all of that at the same time is a challenge and includes potentially unpopular decisions on which assets are key going forward and which ones are best cut loose. VW’s powerful unions and the state of Lower Saxony, which is VW’s second-largest shareholder with a 20 percent stake, have resisted deeper cutbacks in the past in a bid to protect German jobs.

Diess, CEO since April, insists that an asset review that started three years ago might still lead to disposals at the industrial giant, which employs some 640,000 people at 123 factories across the globe, making everything from motorcycles, supercars and heavy trucks to ship engines.

Swirling speculation about a possible IPO of its most profitable brand Porsche was quickly denied last year. VW plans to shift Lamborghini from the Audi unit to Porsche to forge a so-called “super-premium” group that also includes Bentley and Bugatti.

This division alone could be valued at more than 120 billion euros ($136 billion), Bloomberg Intelligence senior analyst Michael Dean said in September. VW is currently valued at 78 billion euros.

Diess has the backing to push for deeper changes from VW’s Porsche-Piech ownership family, the reclusive billionaire clan that rarely comments in public about the prospects of its main asset. Wolfgang Porsche, a top family leader and supervisory board chairman at Porsche Holding SE, told reporters late Monday he fully supports management’s push to tackle what he described as “fossilized structures” that bog down the main VW and Audi brands.

As VW’s top management forges ahead, Witter says a squeeze-out of minority shareholders at the MAN SE subsidiary “isn’t a topic currently” and won’t influence the vote on whether or not to go forward with the Traton IPO. VW has been untangling the MAN conglomerate to fold the main truck operations into Traton and shift the remaining businesses to somewhere else within the group.

Analysts and investors have grown increasingly skeptical VW can deliver deeper efficiency gains and savings, even as the company proved remarkably resilient against increasing pressures from trade tensions, a slowdown in its largest market China and the fallout from its diesel-emissions scandal, which cost VW 5.3 billion euro in cash outflows last year.

“The criticism is understandable,” Witter said. “In many areas we’re still not where we should be.”
